Secretariat

The Secretariat acts as the central hub of the network. It leads, enables and coordinates the members of Southern Voice to work together to achieve the network’s mission and deliver its strategy.

Margarita Gómez
Margarita GómezExecutive Director
Margarita Gómez oversees the Secretariat activities and the network’s strategy.

Previously, Margarita founded and led two policy-impact innovation centres: the People in Government Lab at the Blavatnik School of Government at Oxford University and the Behavioural Unit at CIDE in Mexico. She was a trusted advisor to Mexico’s Public Security and Defence Ministers.

Margarita has more than 15 years of experience working with governments, international organisations, and world-class universities, and delivering context and policy-relevant research. Her research focuses on financial and gender inclusion, integrity and ethics in governments, public security, and public sector transformation.

She is a Visiting Fellow at the Blavatnik School of Government, a Senior Research Fellow at the Public Management and Innovation Lab, and a Behavioural Advisor at the Asian Development Bank.

Valeria Colunga
Valeria Colunga Executive Strategy Officer
Valeria Colunga is Southern Voice’s Executive Strategy Officer. Her work involves supporting the Executive Director in planning and implementing strategic development.

Valeria is currently part of the Global Advisory Board of Girl Up, a United Nations Foundation (UNF) initiative. Her previous appointments include: Mexican Delegate for the G20 to negotiate in India’s Y20 Summit and UNF Next Generation Fellow to develop policy proposals for the Executive Office of the UN Secretary-General.

Valeria graduated with an M.Sc. in Global Governance and Diplomacy from the University of Oxford. She also holds a B.A. in International Relations and Global Studies and a B.A. in Latin American Studies from The University of Texas at Austin.

Tracy Mamoun
Tracy MamounHead of Policy & Network Strategy
Tracy Mamoun is Southern Voice’s Head of Policy & Network Strategy. Before joining Southern Voice, Tracy managed the communications of the Caribbean Policy Research Institute, a public policy think tank based in Jamaica, for three years. Her previous experience in communications spans a number of areas including arts, education and development.

Tracy holds a BA in Arts Criticism, Communications and Curation from Saint Martins College (University of the Arts, London).

Zamiyat Abubakar
Zamiyat AbubakarNetwork Engagement Officer
Zamiyat Abubakar is Southern Voice’s Network Engagement Officer. Zamiyat has experience researching and executing online movements and campaigns, with focus on feminism and countering violent extremism. She has previously worked as an intern on international development projects targeting education, violent extremism, and women empowerment in Northern Nigeria.

Zamiyat holds a Master in Social Science of the Internet from the University of Oxford, and a Bachelor in Communications from the American University of Nigeria.

Geetika Khanduja
Geetika KhandujaProgram Officer, Evidence Use & Research Partnerships
Geetika Khanduja is Program Officer at Southern Voice. She works closely with the Executive Director and coordinates the implementation of the Evidence Use & Research Partnerships portfolio of projects. As part of the Policy & Network Strategy team, she also supports funds mobilisation as well as strategic institutional initiatives and activities.

Her academic journey is marked by a multidisciplinary background-she holds her undergraduate degree in mechanical engineering, a master’s in public policy and an MPhil in inclusive policies. She’s dedicated to leveraging this varied knowledge & and experience for impactful change through evidence-based policy.

Gabriela Keseberg Dávalos
Gabriela Keseberg DávalosSouthern Voice Fellow of Practice
Gabriela Keseberg Dávalos is a Southern Voice Fellow of Practice. She represents the network on the Steering Committee of the 1 for 8 Billion campaign. Previously she was the Director of Global Public Affairs.
Before her time at Southern Voice, Gabriela served as Senior Foreign Policy Advisor to the Vice-President of the European Parliament (EP) for Human Rights and Democracy and as Senior Communications Officer at the International Crisis Group.
A seasoned journalist and political scientist, she offers expert advice on a wide range of policy and development issues. Her unique blend of expertise allows her to effectively communicate complex topics, with a particular focus on the intersection of the Global South and the European Union.
Charles Kasumba
Charles KasumbaCommunications and Engagement Officer
Charles Kasumba is the Communications and Engagement Officer at Southern Voice.

He collaborates closely with the Communications and Media Officer to drive innovative and impactful communication strategies that resonate with diverse audiences.

After completing his BCom Marketing Management degree (Stellenbosch University, South Africa), he set off to Italy where he taught English. He is passionate about leveraging digital tools and creative storytelling to advocate for meaningful change and raise awareness on important global issues.

Giovanna Z. Rinaldo
Giovanna Z. RinaldoCommunications and Media Officer
Giovanna Z. Rinaldo is a Communications and Media Officer at Southern Voice. Giovanna has experience developing multimedia communications, producing editorial content and coordinating international relations projects.

She has previously worked to advance gender equality in football, to strengthen democracy advocacy, to support refuge and migration initiatives, and was part of the 2022 Qatar World Cup communications team in Latin America.

Giovanna holds a Master’s degree in International Relations from IE University in Madrid, and a Bachelor’s in Journalism from University of La Verne in California. She is passionate about women empowerment and migration.

Estefania Charvet
Estefania CharvetDirector of Programmes and Research
Estefanía Charvet is Director of Programmes and Research at Southern Voice. Before joining Southern Voice, Estefania worked for research organizations and think tanks in South America and Europe. She was responsible for conducting research on political inclusion, gender, participation, and accountability.

Estefanía holds a Master in Development Studies from the Graduate Institute Geneva and a Bachelor in Economics from the Pontifical Catholic University of Ecuador.

Daniela García Villamil
Daniela García VillamilProject and Research Associate
Daniela García Villamil is Project and Research Associate at Southern Voice. Her experience includes project management, research and fieldwork in Colombia. She contributed to coordinating participatory-action research projects, facilitating higher education intercultural courses, and supported technical and political dialogues on socio-environmental, gender and ethnic issues.

Daniela holds a Master’s Degree in International Law and Human Rights and is especially interested in critical approaches to the links between Human Rights and Development, joining the efforts of those who seek to transform the field through bottom-up perspectives. At Southern Voice, she works closely with the Director of Programmes and Research to formulate, implement and monitor day-to-day activities.

Guísela Almeida de Pereira
Guísela Almeida de PereiraProject and Research Associate
Guísela Almeida de Pereira is Project and Research Associate at Southern Voice. Guísela has several years of project management experience, having previously worked in the field of displacement in both Iraq and Brazil, in the public sector and at an international NGO. Her work and studies have always revolved around the intersections between Conflict, Gender, and Development.

Guísela holds a Master in Conflict Studies from the London School of Economics and a Bachelor in International Relations from the University of São Paulo.

Anarosa Robles Chuquizuta
Anarosa Robles ChuquizutaAdministration and Finance Officer
Anarosa Robles Chuquizuta is the Administration and Finance Officer at Southern Voice. She has experience coordinating projects and managing administrative processes. Her work focuses on ensuring the smooth operation of organisational activities and supporting the coordination of key projects and events.

Anarosa holds a Bachelor’s degree in Social Management from the Pontifical Catholic University of Peru (PUCP). She has been actively involved in social responsibility initiatives and has led efforts to promote sustainable practices and stakeholder engagement within organisations.

Alberto Cajavilca
Alberto CajavilcaFinance Advisor
Alberto Cajavilca is Finance Advisor at Southern Voice. He holds a Bachelor in Public Management from the Pontificial Catholic University of Peru (PUCP). Alberto brings experience from the private, public sector and think tanks. He has worked in EXCEDESA, a consultant company on strategic planning; CITEmadera, a public organization linked to the Peruvian Ministry of Production on innovation project management in the wood sector; and at GRADE, a Peruvian think tank on project management as Project Specialist.
Iliana Ninahualpa
Iliana NinahualpaPublications and Outreach Officer
Iliana Ninahualpa is Publications and Outreach Officer at Southern Voice. Prior, Iliana coordinated different environmental, economic and social projects in Ecuador. She was a program intern at GIZ and Citibank. Iliana holds a Bachelor in Law, Economics and Management, mention in Economics and Management from Grenoble Alpes University in agreement with the Pontifical Catholic University of Ecuador.
Angélica Suárez
Angélica SuárezData and Project Support Junior Officer
Angélica Suárez is the Data and Project Support Junior Officer at Southern Voice. Before joining Southern Voice, she worked on different research projects, providing data support and technical assistance.

Her experience includes working at TECHO Peru in International Cooperation, as well as participating in the planning and coordination of activities for the Asociación Bíblica Emmanuel del Callao.
She holds a Bachelor’s degree in Social Management from the Pontifical Catholic University of Peru (PUCP).
